There is created and established in the county a board to be known as the county library system advisory board.

Sec. 58-42. - Membership; qualifications; appointments; terms; attendance at meetings.
(a)
The library system advisory board shall consist of nine members chosen for their interest in public library service.
(b)
Each member of the board of county commissioners shall appoint one member to the library system advisory board. The appointee shall serve at the pleasure of the board of county commissioners, and the term of the appointee shall be for the same duration as the term of the county commissioner making the appointment. The libraries director will appoint one additional member to serve at-large. One member shall be appointed by the mayor and city council of the City of New Port Richey, one member shall be appointed by the mayor and city council of the City of Zephyrhills and one member shall be appointed by the mayor and city council of Dade City. All appointments made by the municipalities shall be subject to confirmation by the board of county commissioners.
(c)
Library system advisory board members appointed by the municipalities and the at-large member shall serve for three years.
(d)
Members will attend meetings regularly unless such absence has first been authorized by the chairman of the library system advisory board. Members who have an unexcused absence for three consecutive regular meetings or who fail to attend two-thirds of the regular meetings in any 12-month period shall be automatically dropped from membership. At this time, the chairman of the library system advisory board will forthwith request the board of county commissioners or the municipality, as applicable, to appoint another member to fill the term of the member leaving the library system advisory board.

Sec. 58-43. - Organization; quorum; meetings.
(a)
The library system advisory board shall select a chairman, a vice chairman and a secretary.
(b)
A majority of the members of the board shall constitute a quorum sufficient to the holding of a meeting or taking of any action. A majority vote of the members present at any meeting shall be sufficient to enable the taking of any action.
(c)
Special meetings of the board may be called by the chairman, by written notice signed by four members of the board or by action of the board at any meeting, general or special, upon 24 hours' notice. Minutes shall be kept of all meetings of the board, and all meetings shall be public, and the press shall be notified prior to the meetings. Copies of all minutes will be sent to the board of county commissioners.

Sec. 58-44. - Compensation and expenses.
Members of the library system advisory board shall serve without compensation, salary or remuneration of any nature.

Sec. 58-45. - Duties and functions.
The library system advisory board shall serve in an advisory and advocacy capacity to the board of county commissioners, county administrator and libraries director in respect to all matters pertaining to the Pasco County Library System. The board is advisory in nature and shall have no authority to bind the board of county commissioners or to dictate policy.
