Sec. 270-26. - Establishment and maintenance.
The board of county commissioners of Collier County, is authorized and empowered to create, establish, maintain and operate, directly or indirectly, water production and distribution services, and garbage collection and disposal services in any part of the territory within Collier County which is not included in the corporate limits of any city or town. The water production and distribution services and garbage collection and disposal services provided for by this article are declared to be a county purpose.

Sec. 270-27. - Fees authorized.
The board of county commissioners is authorized and empowered to charge and collect fees from the users of said water production and distribution services, and garbage collection and disposal services in order to defray the cost and expenses, or any portion thereof, necessary for the establishment, maintenance and operation of said water production and distribution services and garbage collection and disposal services.

The board of county commissioners is authorized and empowered to annually appropriate and expend from the general revenue fund of Collier County an amount not exceeding $10,000.00 in any one fiscal year for the purpose of paying a portion of the cost and expenses necessary for the establishment, maintenance and operation of said water production and distribution services and garbage collection and disposal services.

Sec. 270-29. - Equipment and facilities.
The board of county commissioners, for the purpose of establishing, maintaining and operating the water production and distribution services and the garbage collection and disposal services provided for by this article, is authorized and empowered to purchase, rent or lease such equipment, facilities and lands as may, within their discretion, be necessary for such purposes.

Sec. 270-30. - Contracts with municipalities.
The board of county commissioners is authorized and empowered, within their discretion, to contract with any or all of the various municipalities of Collier County for the production and distribution of water and the collection and disposal of garbage within the territory of Collier County which is not included in the corporate limits of these municipalities.

Sec. 270-31. - Delegation of authority; franchises; districts; penalties.
The board of county commissioners is authorized and empowered, within its discretion, to establish, maintain and operate said water production and distribution services and garbage collection and disposal services, either directly or indirectly; said board may, within its discretion, delegate the authority given by this article for the production and distribution of water and the collection and disposal of garbage, including the collection of fees from the users of said water production and distribution services and garbage collection and disposal services, to any agent, individual, corporation or company, and may contract with such parties as said board may see fit in order to carry out the purposes of this article.
Said board may divide all or any part of the area in Collier County which does not lie within the limits of any municipality into districts for the purposes of water production and distribution services and garbage collection and disposal services, and may grant franchises, either exclusive or nonexclusive, to persons, firms or corporations for the collection and disposal of garbage and the production and distribution of water within such districts upon such terms and conditions as said board may see fit. Any such franchise shall not exceed the term of 30 years.
It shall be a misdemeanor for any person, firm or corporation to carry on the business of production and distribution of water and the collecting and disposing of garbage and waste in any district created by the board of county commissioners under this section without having first obtained a franchise to do so from said board.
