Sec. 15-171. - Sewer and waste disposal lines; connection to city sewer system required.
All dead or embalming rooms used in the care and preparation for burial or transportation of dead human bodies by funeral establishments regulated by state law, within the city shall be required to connect their sewer and wastes disposal lines to the sanitary sewer systems of the city.

The issuance of necessary building permits and certificates of occupancy required under the ordinances of the city prior to the construction or occupancy of any room, building or structure within the city shall, in the case of any room, building or structure to be used as a dead or embalming room, be withheld and denied unless and until the applicant for such permit shall have submitted plans and specifications providing for the installation of drainage and sewer lines connecting such dead or embalming room with the sanitary sewer system of the city.

Sec. 15-173. - Compliance with enumerated sanitary regulations required.
All dead or embalming rooms, located within the city, used in the care and preparation for burial or transportation of dead human bodies by funeral establishments as same are regulated by state law shall comply with and conform to the following sanitary regulations:
(1)
Of such size and dimensions to accommodate an operating or embalming table, a sink or other sewage receptacle with water and sanitary sewer connection, an instrument table, cabinet or shelves.
(2)
Walls and ceiling shall be as nearly airtight as possible; walls to be run from floor to ceiling and covered with an impervious material easily cleanable to the level of splash.
(3)
Outside ventilation shall be provided by windows or transoms which can be lowered from the top. If for any reason ventilation cannot be provided by windows or transoms, an eight-inch ventilator pipe must be installed to run from the ceiling of the room for a distance of at least two (2) feet above the roof of the building. All such openings to be effectively screened with sixteen-mesh screens.
(4)
Air conditioning or forced draft ventilation shall be separate from the ventilation in other parts of the building. No returned or recirculated air from the dead or embalming room shall be allowed to enter the ventilation system of any other part of the building.
(5)
The floor of such room shall be of an impervious, easily cleanable material, with adequate floor drains.
(6)
The preparation room shall be private and there shall be no general passageway through it. The entrance shall be separate from all public entrances to the building. No toilet or commode shall be located within the preparation room. Only equipment necessary for the preparation of bodies for burial or shipment will be permitted in a preparation room.
(7)
Doors and windows to the preparation room shall be so installed and constructed as to obstruct outside view, and to prevent fumes or odor from entering any other part of the building.
(8)
No cross connection shall exist between the water supply system and any equipment or apparatus used in conjunction with the operation of the preparation room. Aspirations shall be plumbed to prevent backsiphonage as specified in chapter 24
(9)
That all dead or embalming rooms shall have an ample supply of water which meets the requirements of the state department of health.

Sec. 15-174. - Enforcement; report of violations to state board of morticians.
It shall be the duty of the director of public health the city, to enforce the provisions of this article and to see that all persons who engage in the business of embalming and the preserving of dead human bodies, within the city, comply with the sanitary requirements provided for in this article; it shall be the further duty of the director of public health to report to the state board of morticians any and all violations of the provisions of this article.
