Sec. 22-36. - Authority to commission as peace officers; minimum standards.
(a)
Pursuant to authority of Vernon's Ann. C.C.P. art. 2.12(13), park police of the department of parks and recreation meeting the minimum standards outlined in Rules and Regulations of the Texas Commission Law Enforcement Officer Standards and Education are hereby authorized to be commissioned as peace officers.
(b)
The commissions shall not be made until such time as the city council is satisfied beyond a reasonable doubt that the minimum standards required by subsection (a) have been met.

Sec. 22-37. - City park police appointed peace officers.
Park police are designated peace officers of the city, but shall not be members of or employed as officers of the police department of the city, but may be subject to the supervision of the city's police department in the performance of their duties.

Sec. 22-38. - Administrative duties.
The city manager or the city manager's designee is hereby directed to administer all aspects of the park police operations and to coordinate with all applicable city departments and state agencies in matters related to park police commissioning, certification, duties, responsibilities, functions, training and operational procedures.

Sec. 22-39. - Policy implementation and guidelines.
The city manager or the city manager's designee is hereby directed to formulate and implement policies, functions, areas of responsibility and operational procedures relative to the park police operations. Such policies, functions, areas of responsibility and operational procedures shall be concurred in by the chief of police, city attorney and director of personnel and shall reflect the following sections.

Sec. 22-40. - Park police functions.
The park police functions shall be as follows:
(1)
To assist visitors to and users of city parks and recreation facilities by providing information and related assistance.
(2)
To provide for the safety and security of visitors to and users of the city parks and recreation facilities and protection of public parks and recreation property and facilities.
(3)
To assist the police department as needed and as requested.
(4)
To carry out such law enforcement responsibilities as are commensurate with their status as commissioned peace officers.

Sec. 22-41. - Park police physical areas of responsibilities.
During duty hours shall be confined to city parks, streets, roads and parking lots therein, recreation facilities operated by the department of parks and recreation located on non-park property, the Riverwalk, La Villita, San Jose Burial Park, old city cemeteries, San Antonio River Authority owned land open to the public adjacent to the San Antonio River between South Alamo Street and Mission Espada, and such other areas as may be directed by the city manager or her designee.

Sec. 22-42. - Enforcement action.
(a)
Park police law enforcement actions shall be limited to the areas set forth in this article, except that this article shall not imply a limitation on the inherent law enforcement responsibility of a commissioned peace officer.
(b)
Procedures for arrest and detention, booking and investigative responsibilities by park police and related to subsequent follow up actions shall be jointly established by the city manager, or the city manager's designee, and the police department.
(c)
Reporting procedures of the park police will be compatible with the current police department data collection system.

Sec. 22-43. - Off-duty employment.
Park police off-duty employment guidelines will be established by the city manager, or the city manager's designee.
