Sec. 32-136. - Establishment of boundaries authorized.
The director is hereby specifically authorized to establish certain boundaries separating the mall areas into different sections for purpose of calculating rental fees.

Sec. 32-137. - Authorized lease agreements; fees and conditions.
The director is hereby authorized to enter into lease agreements for the operation of outdoor dining areas and other business activities related to lessee's business. Rental fees and conditions of lessee's operation are incorporated in Attachment 4 and Exhibit A, not set out herein but on file and available for public inspection in the office of the city clerk.

Sec. 32-138. - Promulgation of rules; violations.
The director is specifically authorized to develop, implement and enforce all necessary and proper rules for the management and operation of the mall areas. Violation of such rule shall be cause for immediate cancellation of any lease agreement pertaining to the mall areas between the city and the violator or his representative. Such violation shall also be good and sufficient reason for refusal to lease any space in the Market Square to said violator or his representative.

Sec. 32-13. - Temporary vending permits, rates.
The director is hereby authorized to issue daily permits for temporary vending in the mall areas of Market Square. Rental rates for temporary vending in the mall areas shall be at the same rates as established under section 32-20.

Sec. 32-140. - Rules for temporary vending; director's decision re use.
The director is hereby authorized to develop, implement and enforce all necessary and proper rules for temporary vending in the mall areas. Violation of such rules shall be cause for the immediate termination of the permit of the violator. It shall be at the sole discretion of the director as to whether the goods or services to be sold are in keeping with the atmosphere of the area and whether a permit shall be issued. The decision of the director shall be final.

Sec. 32-141. - Charge for rental equipment.
The rental for equipment to be used on the mall areas shall be charged in accordance with the rates shown on rate schedules incorporated herein by reference.

Sec. 32-142. - Unlawful vehicle parking, standing.
It shall be unlawful for any person to park or stand a motor vehicle on any of the mall areas of Market Square.
