Sec. 6-1. - Power of city to issue licenses, etc.—Generally.
In order to provide for the payment of its debts and expenses[,] the council of the city, in addition to the powers now conferred upon it, shall have power and authority by ordinance or ordinances to issue licenses to and to require and receive a license fee from the owner or owners of any vehicle, business, avocation, profession, pursuit, or calling, operated, carried on or engaged in, within the corporate limits of the city including business occupations, animals and things not now exempted by law from tax in this state; provided, however, that no license shall be required from the owner of any vehicle who is not a resident of the city nor shall anything in this act apply to or affect any case wherein under existing laws a gross sum is paid to the state in lieu of all taxes under any and all laws of this state nor to any railroad company engaged in operating any railroad in this state under a lease or stock ownership thereof authorized by existing law. And provided, further that this section shall not be construed as authorizing the said council to levy any license fee which shall or may have the effect to bring into operation any retaliatory or reciprocal tax or license laws of any other state or country as against corporations organized under the laws of the state.

Sec. 6-2. - Same—Vote required for license ordinances.
No ordinance or ordinances providing for a license or licenses under section 6-1 shall become operative unless it shall receive an affirmative vote of two-thirds of all the members elected to the council.

Sec. 6-3. - Same—For-hire vehicles.
The council shall have power to issue licenses to and to require and receive a license fee from the owner or owners of all motor vehicles operated within the city and for the use of which as passenger vehicles a fare or hire is charged; and also to enact and promulgate all necessary rules and regulations covering the amount of fare or hire which may be charged for the operation of said motor vehicles in the carrying of passengers within the city, provided, however, that not more than fifty dollars ($50.00) per motor vehicle shall be charged for the license thereof, and provided further that the provisions of this section shall not apply to motor vehicles propelled by electric or steam power and operated upon tracks.

Sec. 6-4. - Same—Pawnbrokers and junk dealers.
The council is hereby authorized to adopt an ordinance or ordinances providing for the licensing of persons or corporations engaged in and carrying on the business of pawnbroker or junk dealer within the city, and the said council may make all necessary rules and regulations and provide necessary penalties for the enforcement of such ordinances and the collection of such license fees, provided, however, that no license fee shall exceed more than two hundred dollars ($200.00) per year.

Sec. 6-5. - Poolrooms, bowling alleys, etc.—Licensing and regulation generally.
The council is hereby authorized to adopt ordinances providing for the licensing of poolrooms, pool tables, bowling alleys, billiard rooms and billiard tables, open to public use within the city, and said council may make all necessary rules and regulations and provide necessary penalties for the enforcement of such ordinances and the collection of such license fees.

Sec. 6-6. - Same—Regulation of operation, etc., of poolrooms, etc.
The council is hereby authorized to adopt an ordinance or ordinances providing rules for conducting pool tables and billiard tables, poolrooms and billiard rooms, open to public use within the city, and to regulate the hours of opening and closing the same, and providing for the punishment of the violation of such ordinance or ordinances.

Sec. 6-7. - Regulation of buses.
The city is hereby given the power and authority to determine over what streets of said city motor or automobile buses of over seven-passenger capacity, for hire, shall operate, and the city may also determine the number of licenses which shall be issued to buses for operation, for hire, on any streets of the said city.
