Sec. 36-191. - Obstructing public improvement or work.

It shall be unlawful for any person to hinder or obstruct the making or repairing of any public improvement or work.

Sec. 36-192. - Designation of restricted streets.

Whenever the use of any street by certain types of vehicles is prohibited, the department of public works shall erect and maintain appropriate signs to give notice thereof.

Sec. 36-193. - Fire and police radio broadcasts.

(a)

The interference with any police or fire radio broadcast by any person is prohibited.

(b)

The manufacture, sale, ownership, possession or transfer of any radio transmitter, converter or any electromagnetic-wave radiation device of any nature or type which is capable of interfering with police or fire radio broadcasts by any person is prohibited.

(c)

The alteration of any radio transmitter or converter in any manner or by any means so that the transmitter, converter, or electromagnetic-wave radiation device is made capable of interfering with police or fire radio broadcasts by any person is prohibited.

(d)

Any radio transmitter, converter or any electromagnetic-wave radiation device that is capable of or interfering with police and fire radio broadcasts, or any device or attachment that is capable of converting a receiver or converter so that it is enabled to interfere with such broadcasts shall be presumed to be used for such purpose.

(e)

Any police officer is empowered and authorized to impound such transmitter, converter, electromagnetic-wave radiation device, attachment or device, as the case may be, until the owner thereof arranges for such transmitter, converter or electromagnetic-wave radiation device to be equipped or altered so that it will not be capable of interfering with police or fire radio broadcasts, or in the case of an attachment or device, so that it will not be capable of altering transmitters or converters and electromagnetic-wave radiation devices so as to enable them to interfere with such broadcasts.

(f)

If the owner of such impounded transmitter, converter, electromagnetic-wave radiation device, attachment or device does not make such arrangements within a period of 30 days, such impounded radio instrument shall be destroyed.

The provisions of this section shall not apply to any law enforcement agency nor to any news media.

Sec. 36-194. - Officers or employees of the city—Interference with, etc.

It shall be unlawful for any person, by threats or force, to intimidate or impede, or attempt to intimidate or impede, officers or employees of the city in making arrests or in the discharge of their duties.

Sec. 36-195. - Same—Resisting police officers, or employees of the department of public works, etc.

Whoever shall resist any police officer, or any other person duly authorized to perform police duty, specifically including, for purposes of this section, parking regulation enforcement officers of the city department of public works, in the discharge of his duties, or shall, in any way, interfere with or hinder him in the discharge of his duty as such member of the police department or of the department of public works, or in the performance of such police duty or parking regulation enforcement, by physical acts or by abusive, indecent, profane or vulgar language which by its very utterance tends to incite an immediate breach of the peace, or shall offer or endeavor so to do, shall be guilty of a misdemeanor. A conviction of a violation of this section shall be punishable by a fine not to exceed the amount of $500.00.
