The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Winter-type mud and snow tires mean any new, recapped, retreaded or rebuilt tires for driving wheels of motor vehicles, such tires having antiskid patterns impressed or cut into the treaded surface to form bars, buttons or blocks which may contain perforations, ingredients or metallic elements, or radial ply tires especially designed to give effective traction on snow, mud or ice-covered streets.

Sec. 37-157. - Violations and penalties generally.
(a)
Any person violating section 37-160 shall be subject to a civil penalty under the provisions of the motor vehicle laws of the state, and all amendments thereto, insofar as such penalties are applicable. In case of violation of any rule or regulation contained in this article not provided for under such laws and amendments thereto, such person shall be subject to a civil penalty at Level 2 for each offense.

A person violating the provisions of section 37-162 shall be subject to a civil penalty at the amount established at Level 4 for each offense.

Sec. 37-158. - Towing and impounding of vehicles in violation of article.
During a snow, sleet or freezing rain emergency, any motor vehicle which is violating any of the provisions of this article in such a manner as to interfere with the general movement of other vehicles may be towed away and impounded, in which case the owner or operator thereof shall be subject to the identical penalties set forth in article III to provide for the towing away and impounding of wrecked, abandoned, seized or illegally parked vehicles in violation of any law of the state, any provision of this chapter or other ordinance of the city or regulation enacted by the department of public works.

Sec. 37-159. - Declaration of emergency.
Upon receiving from the United States Weather Bureau a firm forecast of sleet or snowfall, the commissioner of public works shall issue an alert and when heavy precipitation appears imminent he may declare a snow emergency by causing announcement thereof to be made through the press, if possible, but by not less than two radio stations whose normal range covers the city and its suburbs.

Sec. 37-160. - Chains, snow tires, etc., required on certain streets—Generally.
Until an emergency as described, declared and announced as provided in section 37-159 is declared terminated by the commissioner of public works, no motor vehicle, including buses, shall be operated by any person on any of the streets enumerated in section 37-161 without skid chains or winter-type mud and snow tires on each driving wheel or operative mechanical or electrical sanders and abrasive sanding materials.

Sec. 37-162. - Removal of parked vehicles from certain streets by owners—Generally.
After a snow emergency has been officially declared as provided by this article, and until it is officially terminated, all motor vehicles that are parked on the surface of the streets listed in section 37-163 shall be removed by their owners or operators as the parking of all vehicles on the portion designated thereof is hereby prohibited during this time.
