The council shall ordain the annual salaries to be paid the mayor and other officers and department heads of the City of Wilmington concurrently with the reorganization of the city government pursuant to the provisions of this Charter.

Sec. 3-601. - Members of boards and commissions.
Except as otherwise expressly provided in this Charter, or as may later be provided by ordinance, the members of all board[s] and commissions shall serve without compensation.
