Sec. 2-114. - Information technology governance and strategy committee; change advisory board.

(a)

Establishment. There is hereby established within the mayor's office, an "information technology governance and strategy committee ("IT committee") and a "change advisory board" ("CAB"), each of which shall have the purposes, authority and responsibilities as set forth in this section.

(b)

IT committee; purpose and authority. The mission or purpose of the City of Wilmington's IT Committee shall be to exercise approval authority, oversight and review of all major information technology projects and enterprise-wide (city-wide) information technology policies in order to assure the highest level of both quality of customer service and fiscal responsibility. To those ends, the IT committee shall have authority to establish policies and standards and to review with approval authority all information technology initiatives. The threshold for IT committee review shall be proposed purchase orders of $10,000.00) or more, or projects involving 70 or more city employee man-hours, or any combination of such dollar amounts and man-hours. The IT committee shall establish liaison working relationships with each department of city government and with city boards and commissions.

(c)

Rules and regulations. The IT committee shall promulgate rules and regulations, subject to administrative board review and approval, for its internal governance procedures and for review of specific projects. The IT committee shall also promulgate rules and regulations, subject to administrative board review and approval, applicable to all vendors doing business with the city government, its departments, boards and commissions. Any such rules and regulations shall include methods for on-line permits, registrations and other procedures. In its meetings and in the conduct of the approval process, no proxies for the members of the IT committee shall be permitted.

(d)

Membership. The members of the IT committee shall be the following:

The director of integrated technologies who shall serve as chair of the IT committee;

(2)

The mayor's chief of staff;

(3)

The mayor's deputy chief of staff;

(4)

The city council's chief of staff;

(5)

The WITN station manager;

(6)

The director of the office of management and budget;

(7)

The director of finance;

(8)

The director of personnel;

(9)

The commissioner of public works;

(10)

The city auditor;

(11)

The city solicitor;

(12)

The director of public safety;

(13)

The city's chief of police;

(14)

The city's chief of fire; and

(15)-(16)

Three members to be appointed by the mayor representing (i) the banking industry, (ii) the information technology industry and (iii) the computer industry. These three members shall serve in advisory capacities and shall not be voting members of the IT committee.

(e)

The change advisory board ("CAB"). The CAB shall serve as an advisory and preliminary review group for the IT committee. Its members shall include employees of city government designated by the chair of the IT committee with the written approval of the chief of staff and of the mayor. The CAB shall review proposed changes in information technology and in the infrastructure related thereto, such that any proposed change in technology, equipment and procedures shall be reviewed by the CAB, which may recommend approval, rejection or modification of any such proposals. The IT director shall submit requests to the IT committee following the review of the requests by the CAB.

(f)

Freedom of Information Act ("FOIA") requirements. The IT committee shall be considered to be a public body subject to the provisions of the Delaware Freedom of Information Act.
