Sec. 2-141. - Established; membership.
(a)
There is hereby established a Wilmington City Energy Commission ("commission"). The membership of the commission shall be comprised of the following members: the city solicitor, the city auditor, the commissioner of public works, the finance director, the city treasurer, the city council legislative staff director, a member of the mayor's office staff designated by the mayor, a member of council selected by the president and the chairs of the city council's cable and communications, public works and finance committees, or each such member's respective designee. The members shall select from among them a chair of the commission and shall promulgate such rules and regulations that the commission deems appropriate, subject to review and approval of the administrative board. The city administration shall provide staffing for the commission.
(b)
The commission shall meet at least quarterly and may adopt appropriate by-laws to conduct its meetings and business.
(c)
It is the intent of the city that the commission provide general review and monitoring of any city contracts involving purchases of electricity and natural gas, as well as monitoring of compliance with any such agreements. The commission may also generally review developing energy policies and practices in terms of their impact on city residents and businesses as consumers of energy commodities. The commission shall also review developing technologies and evolving legal relationships among suppliers, distributors, transmitters and consumers of various energy commodities, so that the city will be in the forefront of such developing technologies and new relationships.
