Sec. 2-146. - Established; membership.
There is hereby established a Wilmington Waterfront District Development Commission on a broad range of economic development issues related to development in the waterfront districts in Wilmington. The membership shall consist of 17 members, to include chairs of five city council committees, two representatives of the business community and three representatives of citizen/neighborhood organizations, all ten to be selected by the president of city council; the chair of the city planning commission; the city economic development coordinator; and three city governmental department heads or other city officials selected by the mayor; one representative from the Riverfront Development Corporation; and one representative from the Wilmington River City Committee. The members, in addition to those who serve by virtue of their positions in city government, shall be qualified by their education and experience with economic development issues, employment opportunities and related issues and market-driven economic decision-making. The chair of the commission shall be selected by the members. The members of the commission who are present shall constitute a quorum for the transaction of its business.
The commission shall meet at least quarterly and may adopt appropriate by-laws to conduct its meetings and business. A member of the commission shall be designated by the mayor to coordinate staff support for the commission.

The purpose of the Wilmington Waterfront District Development Commission is to formulate and implement public policy in the waterfront districts of Wilmington. To that end, the commission shall review and formulate city public policy regarding issues that arise in the course of waterfront district development. The commission shall issue written reports of its public policies from time to time.
