Sec. 2-256. - Office established.

There is hereby established an office of public safety. The office shall be responsible for the analysis of community public safety needs with respect to police and fire protection, the preparation of public safety and fiscal strategies for using available city resources to address priority needs, and the maintenance of the city's systems of police and fire protection through supervision by the office over the police and fire departments.

Sec. 2-257. - Director; appointment; powers, duties, and responsibilities.

(a)

The chief administrative official of the office of public safety shall be known as the "director of public safety," who shall be appointed by the mayor and serve at the pleasure of the mayor.

(b)

The director shall have general supervisory authority over the chief of police and the chief of fire, and shall report directly to the administrative assistant to the mayor.

(c)

The director shall have all the same powers of a police officer which are vested in police officers under section 5-201 of the city charter.

(d)

The director shall have all the same powers of a firefighter which are vested in firefighters under section 5-301 of the city charter.

(e)

The office of public safety shall include a division to be known as the "communications office," heretofore a part of the mayor's office, which shall be comprised of a director of communications and staff personnel, who shall report to the director of public safety. The communications office shall perform the functions, duties and responsibilities of that office as directed by the director of public safety.

Sec. 2-258. - Annual public safety reports.

The director of public safety shall prepare an annual public safety report stating the city's police and fire protection goals and strategies for attaining those goals. This annual public safety report shall be presented to the mayor and shall be submitted by the mayor to the city council not later than March 1 of each year. The chief of police and the chief of fire shall meet periodically with the director of public safety to monitor the progress of the city in attaining the goals of the annual public safety report.

Sec. 2-259. - Public safety memorial fund for development of monument for police officers, firefighters who gave their lives in line of duty.

(a)

The director of public safety, the chief of police, the chief of fire, the finance director, the city treasurer and the city auditor are hereby authorized to take all necessary actions to establish a fund to be used for the sole purpose of accepting donations and contributions toward the development of a suitable monument honoring and memorializing the dedication to duty, sacrifices and memories of those police officers and firefighters who gave their lives in the performance of their official duties. The director of public safety shall cause to be prepared a certified list of such police officers and firefighters. The fund to be known as the public safety memorial fund shall be established by actions of the city treasurer and such funds so contributed shall be deposited to such account immediately upon receipt.

(b)

The director of public safety, together with the chief of police and the chief of fire, are hereby authorized to take any and all further actions in connection with the establishment of the public safety memorial fund, the development, design and approval of the memorial itself, and the maintenance therein of the fund accounts.
