(a)
Film office. There is hereby established in the mayor's office of cultural affairs an office to be known as the film office to promote the production of films in and about the City of Wilmington and to develop greater interest in film production in the city. The film office shall conduct the following activities and any other similar activities deemed necessary in the administration of the office:
(1)
The promotion of production of feature films for television, commercial or industrial film purposes and distribution.
(2)
Facilitate and assist the smooth operation of film production through creation of a better understanding of the film industry, demonstrating the economic value to communities in which it is located, its work habits among city departments, private businesses and the larger community.
(3)
Establishment of a greater and more consistent interest in the film production within the city through development of better cooperation with the state film office, networking of personnel in the industry and the marketing of Wilmington and its strategic location and its public and private service potential.
(4)
Establishment of a greater awareness of the film office in the mayor's office of cultural affairs and of the services it provides to both resident and nonresident film producers through advertising, promotion and enhanced visibility of the city's film office in the mayor's office of cultural affairs.
(b)
Film office advisory council. There is hereby established a film office advisory council which shall be comprised of 15 members to be appointed by the mayor to advise and assist the film office within the mayor's office of cultural affairs. The members of the film office advisory council shall be persons who, by virtue of training and interest, are qualified to act in such advisory capacity. The purpose of the film office advisory council is to assist the film office in the development of interest in the aspects set forth in subsection (a) hereof and in the development of efforts to promote the film industry in Delaware and the development of its potential and other related businesses.
