Sec. 37-261. - Authority of commissioner of public works.
The commissioner of public works shall have the authority to install, operate, maintain and remove parking meters in limited parking zones where in his judgment such actions are necessary to insure an equitable turnover of vehicles in parking spaces.

Sec. 37-262. - Location; signal indicating use, etc.
Parking meters shall be installed on the sidewalk back of the curb, one at each individual parking space, and shall show or display indications that the parking spaces are in use or are not in use.

Sec. 37-263. - Procedure for parking in meter spaces; deposit of coin generally; overtime parking.
When any vehicle shall be parked in any space along side or next to which there is located a parking meter, the owner, operator, manager or driver of such vehicle shall upon entering such parking space immediately deposit the minimum required amount of coins of the United States in such parking meter, except on any Saturday or Sunday. If such vehicle shall remain in any such parking space beyond the parking limit of time as determined by regulation of the department of public works for such parking space, or the period of time obtained by deposit of coins, whichever is less, the parking meter shall indicate illegal parking, and in that event, such vehicle shall be considered as parked overtime and beyond the time so determined by the department, and the parking of a vehicle overtime or beyond the period of time so determined now or hereafter by the department in any such part of a street where any such meter is located shall be a violation of this division and punished as provided by this chapter. It shall be unlawful for any person to cause, allow, permit or suffer any such vehicle registered in his name to be parked overtime or beyond the lawful period of time as above described. The limited parking expiration shall not exceed one hour beyond the posted limited parking time. These provisions shall be applicable in all locations of city parking meters. A conviction of a violation of the provisions of this section, whether by exceeding the period of time obtained by deposit of coins in the parking meter or by exceeding the maximum time limit as posted shall be punishable by a fine in the amount of $40.00.

Sec. 37-264. - Manner of parking in meter space.
Any vehicle parked parallel to the curb in any parking meter zone shall be parked with the front wheels of such vehicle opposite or within the official lines or markings on the pavement designating the limits of the parking zone. A driver found liable for a violation of this subsection shall be subject to and liable for a civil penalty in the amount established at Level 3.

Sec. 37-265. - Deposit of coin to extend parking time; meter feeding.
It shall be unlawful and an offense for any person to deposit or cause to be deposited in a parking meter any amount of coins for the purpose of extending the parking time beyond the maximum period of time determined by the department of public works for parking in the parking space along side of or next to which such parking meter is placed. Such deposit of coins for such purpose is known as "meter feeding". Meter feeding is the act of periodically returning to a meter to deposit additional coins to extend the time beyond the legal time limit. If motorists feed the meter, they are denying others the opportunity to park there. Vehicles will be tagged for exceeding the time limit even if there is money in the meter. A conviction of a violation of the provisions of this section shall be punishable by a fine in the amount of $40.00.

Sec. 37-266. - Defacing, tampering with, etc., meters.
It shall be unlawful and an offense for any person to deface, injure, tamper with, open or wilfully break, destroy or impair the usefulness of any parking meter.

Sec. 37-267. - Depositing slugs, etc., in meters.
It shall be unlawful and an offense to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for any coin of the United States.

Sec. 37-268. - Purpose and disposition of coins deposited in meters.
The deposit of coins in parking meters as required and provided by this division are hereby levied as police regulation and inspection fees to cover the costs incurred by the city for the inspection and regulation involved in the inspection, installation, operation, control and use of the parking spaces and parking meters described in this division and involved in regulating the parking of vehicles in the parking meter zones as now or as may be hereafter created by the department of public works; and the fees collected in this manner shall be paid to the city treasurer and by him deposited in the current account of the city. Payments therefrom shall be made in the same manner as other payments are made to the various departments as appropriated by the city to be used for this purpose.
