Sec. 42-391. - Application of division.
The regulations in this division shall govern the use of all permits issued under this article and shall be observed and carried out by every person having a written permit to use a street as provided by this article.

Sec. 42-392. - Permission from owner of property abutting street used.
It shall be unlawful to use or occupy any portion of a public street except immediately abutting the property on which the structure or sidewalk to be erected, altered, rebuilt or repaired is located, unless the consent is obtained of the owner, tenant, lessee or occupant of the property abutting the additional portion of a street so used.

Sec. 42-393. - Portion of street to be used.
It shall be unlawful to use or occupy more than one-third of the width of the street between the curb lines.

Sec. 42-394. - Location and height of material.
Material shall not be piled beyond a height of eight feet, nor shall any material be placed within five feet of any railroad track, nor within 15 feet of any fire hydrant, nor within four feet of any city lamp post, nor so placed as to obstruct the flow along the street gutters.

Fences shall be erected to guard and prevent pedestrians from injury resulting from the operation permitted under this article.

Sec. 42-396. - Warning signs or danger signals.
Warning signs or danger signals made up of red lights shall be placed and maintained by the person storing, depositing or placing materials on the streets, such lights to be kept burning from sunset to sunrise each and every night that such materials are so stored, placed or deposited on the public street.

Sec. 42-397. - Mixing concrete or mortar.
It shall be unlawful for any person to mix concrete or mortar upon any public street, except within a receptacle, tightly and properly constructed so as to keep the street bed and paving entirely free and clear from deposits of such mixtures.
