Sec. 45-196. - Unauthorized use prohibited.
Only those persons authorized by the commissioner shall take water from any public fire hydrant or hose plug, except for fire purposes or for the use of the fire department in case of fire. No public fire hydrant shall be used for sprinkling streets, flushing sewers or gutters, or for any other purpose, except with the approval and consent of the commissioner. Every person violating this section shall be guilty of a misdemeanor and shall be punished by a fine of $500.00 for each offense.

Sec. 45-197. - Change of location.
Whenever a request for a change in the location of any fire hydrant is made the department, upon written notice, if an approved location can be found, shall make such change at the expense of the party making the request.

Sec. 45-198. - Department not liable to users of water.
The department does not assume any liability to parties receiving water service as an insurer of property or person and the department does not guarantee any special service, pressure, capacity or facility other than is permitted by the ordinary and changing operating conditions of the department, as the same exists from day to day. The department shall be free and exempt from any claims for injury to any persons or property by reason of fire, water, failure to supply water pressure or capacity.

Sec. 45-199. - Deposit, minimum rate and regulations governing use generally.
(a)
Persons desiring the use of water from a fire hydrant shall be required to deposit $75.00 or more as may be required by the commissioner, and upon approval of the commissioner shall be allowed the use of water for the purpose designated. A fire hydrant key and fire hydrant adapter shall be furnished to the applicant. Temporary water supplied through a fire hydrant shall be charged on the basis of regular rate charges. Whenever the hydrant key and adapter are returned, and all bills and charges paid, the department of finance shall refund $25.00 of the deposit. The applicant shall be responsible for any damages occasioned by the use of the fire hydrant or other appurtenances.

The minimum rate for the use of a fire hydrant shall not be less than $50.00.

Sec. 45-200. - Unauthorized possession of hydrant key.
It shall be unlawful for any person to have in his possession any key to any fire hydrant, except such key as may be furnished by the department, except for the respective fire departments and the city public works department.

Sec. 45-201. - Obstructing access to fire hydrant, etc.
Any person who shall obstruct the access to any fire hydrant, stop cock or other fixture connected with the supply of water to the city, by placing thereon stone, brick, lumber, dirt or any other material or plantings, or who shall permit any such material to be placed thereon by those in his employ, shall be guilty of a misdemeanor and shall be punished by a fine of $300.00 for each offense, and an additional fine of $50.00 for each day the same shall be continued after notice for the removal of such obstruction shall have been served, and shall pay all expenses of removal.
