Sec. 45-221. - Application generally.
All persons desiring a private water supply from the department for the purpose of extinguishing fire, to extend water pipe in connection therewith, or make alterations to the present system, shall make application therefor at the office of the department, on forms to be furnished by the department. The blanks on such forms shall be properly filled in and such forms shall be signed by the owner of the premises.

Sec. 45-222. - Measurement devices.
The water to be used for the purpose of extinguishment of fire in the following systems shall pass through an approved detector meter of the by-pass and automatic check valve variety:
(1)
Closed systems, whether of the automatic sprinkler variety or other automatic fire service type, which are located in small buildings, such as, by way of example only, stores, small warehouses, churches, nursing homes and private homes, shall pass through to an approved detector check valve equipped with a bronze by-pass meter; or
(2)
Systems other than closed systems, regardless of the size or type of building, and in all systems, whether closed or of other variety, in large buildings, such as, by way of example only, industrial plants, office buildings, and large warehouses.
For such detector check valve equipped with bronze by-pass meter or detector meter, service and the installation, periodic testing and required maintenance thereof shall be paid by the applicant.

Sec. 45-223. - Unauthorized use of facilities.
Any person who has been permitted to introduce upon his premises a fire hydrant, automatic sprinkler or other appliance for the protection of his property from fire who shall use or permit the same to be used for sprinkling or washing the yards or streets, filling wells, boilers, tanks or for any purpose whatever, except in authorized use for the extinguishment of fires, shall be guilty of a misdemeanor and shall be punished by a fine of $500.00 for each offense, and upon repetition of such offense, or upon failure to provide for the required testing and maintenance of the installation, the commissioner may be authorized to detach the connection of such fire hydrant, automatic sprinkler or other appliances from the main notwithstanding that the cost of the introduction of such fire hydrant, automatic sprinkler or other appliances was paid by such party.

Sec. 45-224. - Discretion of commissioner.
The commissioner shall possess the discretion to deny any application for an automatic sprinkler system or other private fire service system where the employment of the system applied for would be unreasonable or impractical. The right is reserved to the commissioner to make the decision as to the specific type of detector meter to be installed by any applicant upon the basis of the circumstances surrounding each application.

Sec. 45-225. - Costs of installation.
All costs pertaining to the installation of a private fire service shall be borne by the applicant and payable before the work commences.

Sec. 45-226. - Size of service connection.
The private fire service connection shall not be greater than one size smaller than the size of the water main to which it is connected, and smaller if the commissioner shall require.

Sec. 45-227. - When private service line required.
For automatic sprinklers or other automatic fire service devices located inside of a building, a private service line shall be required to be used exclusively for fire service.

Sec. 45-228. - Conformity with rules and specifications.
All work pertaining to private fire services shall be done in accordance with department rules and specifications. The detector check valve or detector meter shall be installed according to department specifications.
