DIVISION 2. - ADMINISTRATION


Sec. 8-131. - Regulations generally.

The department of real estate and housing shall promulgate regulations consistent with the purpose and spirit of the homestead program as outlined in this article, such regulations to be approved by the law department and administrative board.

Sec. 8-132. - Powers and duties generally.

The real estate and housing department is empowered and has the duty and responsibility to:

(1)

Review and publicize, by newspaper advertising or some other effective method, the availability of homestead program properties.

(2)

Accept and review applications and determine the qualifications of applicants within the criteria established by this chapter and the regulations promulgated under this article.

(3)

Approve and certify applicants with a view toward compatibility of the applicant and the parcel assigned to him.

(4)

Approve and recommend the execution, by the city, acting through the mayor and city clerk, of a deed to the assigned parcel upon the applicant being approved, as provided in section 8-106.

(5)

Approve and recommend the execution and recording by the city, acting through the mayor and city clerk, of all documents necessary to certify of record that the applicant has fulfilled all conditions set forth in section 8-105(a)(4) and that the city has released its right of entry, termination and reverter.

(6)

Dispose of properties under such reasonable procedures as it shall prescribe, including, but not limited to, sealed bids, direct award, auction or lottery.

(7)

Recommend to the mayor whether gifts of vacant houses offered to the city shall be accepted by city council. Accrued tax liens on offered property may be waived only in accordance with section 44-59.

Sec. 8-133. - Assistance of other persons.

The real estate and housing department is empowered under this article to create a committee to be comprised of city officials or members of the public, or both, to be selected by the mayor, to advise the department on matters affecting the department's duties and responsibilities under this article, provided that the director of the real estate and housing department shall, in all instances, act as the chairperson of any such committee.
