This article shall apply to all employees in and applicants for regular positions within the city's merit based employment system that are subject to merit system screening, regulation, and law; excluding those positions specifically excepted by Charter section 7-101.

The rules set forth in this division are intended to implement the city's classification and compensation plans, and to establish and maintain an equitable, efficient and uniform personnel program for the city.
