Sec. 18-1. - Personnel department.

There is in the County of Kings a personnel department. The department shall be headed by the director of personnel.

Sec. 18-2. - Administration.

(a)

The director of personnel, hereinafter referred to as the director, shall be responsible for the administration of a system of recruitment, appointment, promotion and retention of employees based on merit. He shall direct the enforcement of personnel policies established by the board of supervisors and shall establish methods and procedures necessary for the proper functioning of the personnel merit system in an efficient and economical manner.

(b)

He shall provide such personnel services and assistance to department heads and employees that will contribute to efficient conduct of the county's business and to the morale of the county employees and shall maintain such records as are necessary for the effective administration of the personnel program, including a file for each employee which will be available to the employee and authorized persons at all reasonable times.

This chapter shall apply to all county employees.

Sec. 18-3. - Appointments.

(a)

All appointments to positions in the classified service whether original or promotional shall be made only from among those persons who are certified by the director as being qualified for appointment to a particular class or position.

(b)

All appointments shall be made in writing on forms prescribed by the director. A copy of the appointment signed by the department head and approved by the director shall be delivered to the auditor and data processing before payment shall be made to any employee occupying a position in the classified service.

Sec. 18-4. - Compensation and employee benefits.

(a)

Incentive, merit or anniversary advancements within salary range, reclassification promotions, reductions within salary range and reclassification demotions shall be governed by the provisions of the resolution setting forth the rules for administration of the personnel merit system required by section 18-2

(b)

All officers and employees of the county shall be granted compensation, vacations, sick leave, leaves of absence, holidays, and other leaves as is now or hereafter provided by state or federal law or by resolution of the board of supervisors adopted pursuant to the county's employer-employee relations ordinances, resolutions or policies.

Sec. 18-5. - Hours.

In accordance with the powers given to the board of supervisors by Section 24260 of the Government Code, county officers shall keep their respective offices open for the transaction of business within the meaning of said Code and subject to the provisions of Sections 24258 and 24259 of said Code, during such hours and on such days as are fixed by the board of supervisors by ordinance or resolution.

Sec. 18-6. - Overtime.

(a)

Policy. It is the policy of the board of supervisors that overtime work is discouraged; that each department schedule and arrange the work of the department so that overtime work is avoided and that all overtime be held to the minimum consistent with efficient performance of necessary functions of the department.

(b)

Authorization. Authorization for, reporting of, and compensation for overtime shall be as established pursuant to rules and regulations adopted by resolution of the board of supervisors.
