ARTICLE II. - PLANNING AGENCY


Sec. 19-16. - Creation; composition.

There is created a planning agency for the county consisting of the planning division of the Kings County Community Development Agency and the planning commission.

Sec. 19-17. - Powers and duties.

The planning agency shall have such powers and duties as provided by law. The board of supervisors may refer matters to the planning agency, planning commission or the planning division of the community development agency for investigation and report.

Sec. 19-18. - Department staff.

The planning division of the community development agency shall consist of a staff of county employees as provided by the board of supervisors.

Sec. 19-19. - Commission members—Number; terms; vacancies.

(a)

Number. The planning commission shall consist of five members selected from each of the five supervisorial districts within the county.

(b)

Staggered terms of initial members. Members first appointed under this article shall serve terms of office as follows:

Members from supervisorial districts one and two—One year;

Members from supervisorial district three—Two years;

Members from supervisorial district four—Three years;

Members from supervisorial district five—Four years.

Terms generally. Terms of office of members following the initial terms shall be four years.

Commencement of terms. The terms of office shall commence on July 1st.

(e)

Vacancies. Vacancies shall be filled by appointment for the unexpired portion of the term.

Sec. 19-20. - Same—Appointment.

Members of the planning commission shall be appointed by the chairman of the board of supervisors with the approval of the board.

Sec. 19-21. - Same—Removal.

A member of the planning commission may be removed for cause by a majority vote of the board of supervisors.

Sec. 19-22. - Same—Advisory.

Advisory members of the planning commission are as follows: A member of the board of supervisors appointed by the chairman of the board with approval of the board, county counsel, director of public works, health officer and fire chief. Advisory members shall not have a vote.

Sec. 19-23. - Commission meetings.

The planning commission shall hold at least one regular meeting each month at a time and place fixed by it.

Sec. 19-24. - Commission secretary.

The community development agency director of the county shall be secretary of the planning commission and shall not have a vote.

Sec. 19-25. - Commission organization.

The planning commission appointed pursuant to this article shall elect a chairman and a vice-chairman, and may elect such other officers as in its discretion are necessary.

Sec. 19-26. - Commission rules and regulations; record.

The planning commission shall adopt rules and regulations for the transaction of business and shall keep a record of its minutes, resolutions, transactions, findings, reports, recommendations and determinations, which record shall be a public record.
