Sec. 23-51. - Determination of reasonableness and safety.
It is determined upon the basis of an engineering and traffic survey that the speed permitted by state law upon the highways hereafter designated is greater or less than is reasonable or safe under the conditions found to exist upon such highways and it is determined and declared that the prima facie speed limits hereafter specified on those highways or parts of highways designated herein are the most appropriate to facilitate the orderly movement of traffic upon said highways or portions thereof, and are reasonable and safe; and that the prima facie speed limits shall be as hereinafter specified on those highways or parts of highways designated, when signs are erected giving notice thereof.

Sec. 23-52. - Twenty-five mph.
The speed limit for the highways or portions thereof designated in this section is determined and declared to be 25 miles per hour:
(1)
Laurel Avenue, which is also known as Main Street in the community of Stratford, from the intersection of Laurel Avenue with State Highway 41, east to the intersection of Laurel Avenue with Empire Street.
(2)
Houston Avenue, which is also known as Bush Street in the City of Lemoore, from the intersection of Houston Avenue with 18th Avenue, east to a point 1,500 feet east of the intersection of Houston Avenue and 18th Avenue.

Milham Avenue in Kettleman City from the intersection of Milham Avenue and First Street, east to the intersection of Milham Avenue and State Highway 41 also known as Brown Avenue.

The speed limit for the highways or portions thereof designated in this section is determined and declared to be 30 miles per hour:

Florida Street, from the intersection of Florida Street and 9¼ Avenue, west to the intersection of Florida Street and Lassen Drive.

North Douty Street, from the intersection of North Douty Street with Cortnor Street, south to the intersection of North Douty Street with Grangeville Boulevard.
(3)
Cortner Street, from the intersection of Cortner Street with 11th Avenue, east to the intersection of Cortner Street with Douty Street.

Skyline Boulevard, from 250 feet north of the intersection of Hydril Road and Skyline Boulevard, southwest to the intersection of Skyline Boulevard and State Highway 33.
