ARTICLE II. - PARKING [46]


Sec. 23-34. - Markings—As ordered by board.

For the purpose of regulating parking on streets, highways, roads, alleys and lanes in unincorporated areas and on county-owned property in incorporated areas in the county, the board of supervisors shall from time to time, by its order, provide for parking regulations on said streets, highways, roads, alleys and lanes, and shall cause said streets, highways, roads, alleys and lanes to be appropriately marked in accordance therewith.

Sec. 23-35. - Same—Color legend.

Curb markings shall be of the following colors and such colors indicate as follows:

(1)

Red indicates no stopping, standing or parking, whether the vehicle is attended or unattended.

(2)

Yellow indicates stopping only for the purpose of loading or unloading passengers or freight for a maximum period of 30 minutes.

(3)

White indicates stopping only for loading or unloading of passengers for a maximum period of ten minutes.

(4)

Green indicates time limit parking for a maximum period of ten minutes.

Sec. 23-36. - Same—Signs in lieu thereof.

In the event there is no curbing on the street, highway, road, alley or lane at the place which and on which parking is to be regulated, suitable and appropriate signs shall be erected stating the parking regulations ordered by the board of supervisors.

Sec. 23-37. - No parking—Avenal.

(1)

The parking or standing of any motor vehicle is prohibited upon Park Street, in the unincorporated area of Avenal from a point 150 feet north of the center line of Monterey Street to a point 200 feet north of the center line of Monterey Street.

(2)

The parking or standing of any motor vehicle is prohibited along the west side of First Avenue from the intersection of First Avenue and Kings Street north along First Avenue to a point 425 feet north of the intersection of First Avenue and Kings Street from 8:00 a.m. to 3:30 p.m. excepting school holidays.

Sec. 23-38. - Same—Determination at Avenal high school.

Whenever the public works director, or his designated representative, shall determine that traffic congestion or traffic hazard of an emergency nature is likely to develop on Park Street, in the unincorporated area of Avenal, between Monterey Street and the north property line of Avenal high school on Park Street, during the holding of public or private assemblages, gatherings or functions, including sporting events, the public works director, or his designated representative, may place or cause to be placed, temporary signs indicating that the parking or standing of motor vehicles is prohibited on such portion of Park Street during the time such temporary signs are in place.

Sec. 23-39. - Angle parking—Avenal.

Vehicles shall park at an angle to the curb or edge of roadway on the following streets or portions thereof in Avenal when signs or markings are in place indicating the required angle:

(1)

King Street from State Highway 33 easterly to Skyline Boulevard.

(2)

Skyline Boulevard from State Highway 33 northeasterly to Hydril Road.

Sec. 23-40. - Same—Stratford.

Angle parking of vehicles shall be permitted on the following streets or portions thereof when signs or markings are in place indicating angle parking and when such signs or markings are in place no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings:

(1)

The south side of that part of the divided roadway of Main Street (Laurel Avenue) located south of the two dividing park areas and between Railroad Street and Empire Street (20¼ Avenue) in the unincorporated area of Stratford.

(2)

The north side of that part of the divided roadway of Main Street (Laurel Avenue) located north of the two dividing park areas and between Railroad Street and Empire Street (20¼ Avenue) in the unincorporated area of Stratford.

Sec. 23-41. - Same—Armona.

Angle parking of vehicles shall be permitted on the following streets or portions thereof when signs or markings are in place indicating angle parking and when such signs or markings are in place, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings:

(1)

14th Avenue from State Highway 198 to Highway Avenue.

(2)

Pimo Street from 14th Avenue to Dan Drive.

(3)

Locust Street from 14½ Avenue to a point 500 feet east thereof.

(4)

Hood Street from a point 850 feet east of 14th Avenue to a point 1150 feet east of 14th Avenue.

Sec. 23-42. - No parking zones near crosswalks.

The public works director, or his designated representative, may prohibit parking along a road or street in the unincorporated area of the county at the vehicular approach to and departure from a marked pedestrian crosswalk by establishing a "No Parking" zone, when the following conditions are found to exist:

(1)

The road or street is a two-lane, two-way road or street; and

(2)

The road or street is in a residential area, as defined in Section 515 of the Vehicle Code or the crosswalk has been established in the vicinity of a school in accordance with the provisions of Section 21368 of the Vehicle Code, or the road or street is adjacent to facilities operated by the County of Kings; and

(3)

The crosswalk is in an area where evidence indicates a higher than normal crosswalk usage by pedestrians under ten years of age.

Sec. 23-43. - No parking zone length; vehicular approach.

If it is determined by the public works director, or his designated representative, that a no parking zone is necessary at a particular location, the no parking zone shall extend along the vehicular approach lane for a distance "D" from the crosswalk, measured along the road or street in accordance with the following table (said distance "D" being based on the approach lane width, indicated as "W" in the following table, and measured between the road centerline and the parking curb or edge of the road or street delineation):

Sec. 23-44. - No parking zone length; vehicular departure lane.

A no parking zone may be extended a maximum of ten feet from the nearest crosswalk along the departing vehicular lane.

Sec. 23-45. - Posting of signs or markings.

The parking restrictions effected by a no parking zone shall not be in force or effect until signs or markings are erected, posted or placed by the public works director or his designated representative, indicating the area in which parking is prohibited.
