There is hereby created a board to be known as the Newport News Public Library Board of Trustees.

Sec. 22-19. - Composition; qualifications, appointment and terms of members.
(a)
The library board shall consist of fourteen (14) members who must be residents of the city and who shall be appointed by the city council as follows:
(1)
Twelve (12) adult members shall be appointed.
(2)
Two (2) youth members shall be appointed. The council shall solicit the input of the department of human services for these appointments. Youth members shall not have voting rights.

Sec. 22-20. - Members to serve without compensation.
Members of the library board shall serve without compensation.

Sec. 22-21. - Election and term of chairman.
The library board shall elect one (1) of its members as chairman, who shall serve for one (1) year or until reelected or until his successor is elected.

The director of libraries and information services shall be the ex officio secretary of the library board and shall be responsible to the board for the custody and safekeeping of the records and proceedings of the board and such other records as may be committed to the custody of the director by the board.

Sec. 22-23. - Meetings; adoption of rules.
The library board shall meet annually or at the call of the chairman and it shall adopt rules for the transaction of its business.

(a)
Subject to the provisions of subsection (b) below, the library board shall advise and make recommendations concerning policy and administration to the director of libraries or the city manager on any library matter.
(b)
Decisions and recommendations of the board shall be made by vote of the adult members of the board.
