Sec. 2-500. - Established; composition.
There is hereby established a department of development, which shall consist of the director of development, to be appointed by the city manager, and such other officers and employees organized into such bureaus, divisions and other units as may be provided by ordinance or by the orders of the director consistent therewith.

Sec. 2-501. - Responsibilities.
The department of development shall be responsible for:
(1)
Activities related to community development, economic development and port development; and
(2)
Such other functions concerning the overall development of the city as may be assigned to the department.

Sec. 2-502. - General powers of director.
The director of development shall be the head of the department of development and, under the supervision of the city manager, shall have general management and control of the several bureaus, divisions and other units of the department.
