DIVISION 3. - COMMISSION ON YOUTH


Sec. 2-515. - Created.

There is hereby created in and for the city a commission on youth.

Sec. 2-516. - Composition; appointment and terms of members.

(a)

From and after October 27, 2009, the commission on youth shall consist of twenty-five (25) members appointed by the city council. Membership shall be as follows:

(1)

Nine (9) youth members including representatives from the six (6) public and two (2) private high schools and one (1) member from the mayor's youth commission. Youth members shall be regularly enrolled high school students at time of appointment.

(2)

Eight (8) adult general citizen members.

(3)

Eight (8) adult members working for and representing youth-serving agencies. Two (2) of these members shall be the superintendent of the Newport News School Division or designee and the director of the department of parks and recreation or designee.

(b)

Initial adult member appointments shall be staggered so that four (4) of the appointees shall serve until June 30, 2005, six (6) of the appointees shall serve until June 30, 2006, and six (6) of the appointees shall serve until June 30, 2007. Thereafter, any such appointments shall be for terms of four (4) years, except that those appointments to fill unexpired terms shall be made by city council for the remainder of the unexpired term. Adult members working for and representing youth-serving agencies shall serve only if they continue to work for and represent such agencies. Adult appointees shall be subject to the term limitations set forth in Section 17.02 of the City Charter.

Youth member appointments shall be for one-year terms. Appointments to fill vacancies shall be for the remainder of the unexpired term. Youth members shall be eligible to serve two (2) consecutive terms.

Sec. 2-517. - Compensation.

Members of the commission shall serve without compensation provided that expenses of members for commission activities may be paid, subject to funds available to the commission for such expenses.

Sec. 2-518. - Staff support.

Staff support shall be provided by the department of human services.

Sec. 2-519. - Organization; quorum; meetings; rules.

The commission on youth shall choose from its members a chairman, vice-chairman and secretary. Such officers shall serve for one (1) year. The commission shall meet at such times as it shall determine and shall adopt rules for the transaction of its business. The chairman of the commission may call a meeting at any time. Each member of the commission shall have one (1) vote.

Sec. 2-520. - Functions.

The commission on youth shall have the following responsibilities:

(a)

To advocate for, plan, evaluate and support the implementation of strategies for addressing issues related to youth.

(b)

To assist in the development of a strategic plan for youth for the city. Upon the adoption of such a plan, the commission shall monitor and advise the council on its implementation.

(c)

To identify the need for youth services and make recommendations for service enhancements.

(d)

To promote communication, cooperation and coordination among youth serving organizations.

(e)

To promote community understanding and acceptance of positive youth development strategies.

(f)

To encourage youth participation and involvement in governmental and community endeavors.

(g)

To make periodic reports to the city council on commission activities.
