7.44.010 Definitions.
As used in this chapter:
A. “Growth center” means any
place where three or more persons not all members of the same family congregate,
assemble or associate for the purpose of exposing their bodies in the nude in
the presence of others or of each other.
This definition does not apply to
the occasional congregating, association or assembly of persons in or on the
premises of a private home, if such private home or premises thereof are not
customarily used for such purpose.
B. “In the nude” means
completely without clothing or covering, or with partial clothing or covering
but with any pubic area exposed, or with any portion of the crease of the

7.44.020 License--Requirements generally.
Every person who operates, manages or conducts any growth center shall
first procure a license and pay a license fee in the amount set forth in Section
7.14.010 of this title, under the appropriate heading. (Ord. 11209 § 1

7.44.030 License--Issuance by commission order only.
Except as otherwise provided in this title, a license required by this
chapter shall not be issued except upon the order of the commission. The
executive officer of the commission shall give the tax collector written notice

7.44.040 License--Public hearing required.
Except as provided in Section 7.06.260, the commission shall hold a public
hearing on every application for a license required by this chapter, shall give
notice of such hearing as required by Sections 7.10.100, 7.10.110, 7.10.120 and
