Sec. 11B.08.020. - Definitions of specialized terms and phrases.
This article provides definitions of terms and phrases used in this chapter that are technical or specialized, or that may not reflect common usage. If any of the definitions in this article conflict with definitions in other provisions of this code, these definitions shall control for the purposes of this chapter. If a word is not defined in this article, or in other provisions of this code, the agricultural commissioner shall determine the correct definition.

Sec. 11B.08.020. - Definitions of specialized terms and phrases.
As used in this chapter, the following terms and phrases shall have the meanings ascribed to them in this section, unless the context in which they are used clearly requires otherwise. The definition of a term or phrase applies to any of that term's or phrase's variants.
"Active frost protection" means management practices undertaken during a frost event that reduce or replace the loss of heat from air and plants in a vineyard or orchard in order to prevent plant damage.
"Agricultural commissioner" means the agricultural commissioner-sealer of the county or his or her authorized representative.
"Frost protection water" means any water applied to a vineyard or orchard during a frost event to mitigate the effects of subfreezing temperatures.
"Orchard frost protection system" means any system installed and operated to provide active frost protection to an orchard.
"Person" means any individual, firm, partnership, corporation, company, association, joint stock association; state, tribe, county, city, or district; and includes any trustee, receiver, assignee, or other similar representative thereof.
"Russian River stream system" means the portions of the Russian River and its tributary streams within the county.
"Russian River watershed" means the portions of the geographic area drained by the Russian River and its tributary streams within the county.
"Site" means a parcel or contiguous parcels under single ownership or control, considered a unit for the purposes of a vineyard or orchard frost protection system.
"Sonoma County Russian River Frost Protection Monitoring Program (Program)" means a comprehensive monitoring program for the Russian River stream system established and administered by the agricultural commissioner and focused on streams that provide frost protection water and support salmonids.
"Vineyard frost protection system" means any system installed and operated to provide active frost protection to a vineyard.
