(a)
No person shall cause, suffer, or permit the storage of hazardous materials:
(1)
In a manner which violates a provision of this chapter or any other local, federal, or state statute, code, rule, or regulation relating to hazardous materials; or
(2)
In a manner which causes any actual or threatened disposal or release of hazardous materials into the environment or poses a significant risk of such actual or threatened disposal or release.
(b)
Violations of this chapter shall be deemed to be a public or private nuisance and may be remedied through abatement proceedings or other regulatory action in accordance with the provisions of this chapter, or state or federal law, if applicable.
