Sec. 21-1. - Imposition and levy of motor vehicle tax.
Each motor vehicle owned by a resident owner or operated by a business establishment located within the town limits which is registered for property taxes in the town shall be billed an annual vehicle tax of fifteen dollars ($15.00). For purposes of this section, the term "motor vehicle" shall not include trailers which are not self-propelled.
The proceeds of said tax shall go into the town's general fund.

Sec. 21-2. - Additional tax for public transportation purposes.
Each motor vehicle owned by a resident owner or operated by a business establishment located within the town limits which is registered for property taxes in the town shall be billed an additional annual vehicle tax of fifteen dollars ($15.00). The proceeds of said tax shall be used only for financing, constructing, operating, and maintaining the town's public transportation system.

Sec. 21-2.1. - Collection and payment of tax.
The taxes imposed by sections 21-1 and 21-2 shall be billed and collected with the ad valorem personal property taxes imposed on motor vehicles.

It shall be unlawful for any person to ride a bicycle, skateboard, roller skates or scooter on the sidewalk on either side of Franklin Street between Robertson Lane and the western boundary of the town, on either side of Rosemary Street between Henderson Street and the western boundary of the town, or on either side of Columbia Street between Rosemary Street and Franklin Street. It shall be unlawful to leave a bicycle unattended on the sidewalk on either side of Franklin Street between Henderson Street and Columbia Street, except when placed in the stands provided for that purpose and located within three (3) feet of the outside edge of the sidewalk. A person found in violation of this section shall be subject to a civil penalty not to exceed five dollars ($5.00).

Sec. 21-4. - Authority of police during fire or other emergency.
In the event of fire or other emergency or when existing conditions may require, members of the police department are hereby authorized to direct traffic and the manner and place of parking vehicles in such manner as conditions may require, notwithstanding the provisions of any ordinance of the town relative to traffic or parking.
Sec. 21-5. - Pedestrians obstructing traffic.
No pedestrian shall be permitted to stand on the motor vehicular portion of any public street in the town or in any manner obstruct motor vehicular traffic, and in crossing the public street all pedestrians shall keep in motion while in this portion of the public street. It shall be unlawful for any person to stop a motor vehicle in the public streets of the town to pick up any pedestrian without first drawing up to the right-hand curb.

It shall be unlawful to drive a truck of a rated capacity of one ton or more in either direction on the following streets, except for trucks or buses making deliveries or pickups or providing service to houses in the area; it being the intent of this subsection to close said public streets to through truck traffic:

It shall be unlawful for any person, firm or corporation to park or cause to be parked on any public street in the town between the hours of 11:00 p.m. and 6:00 a.m., for a period of time exceeding fifteen (15) minutes, any moving van, trailer truck, trailer, tractor, attached or unattached, or any truck extending twenty (20) feet in overall length.

It shall be unlawful to operate a truck on Caswell, Curtis and Elliott Road from Estes Drive to Franklin Street except load service vehicles and delivery trucks making deliveries and/or pick-ups to houses in the area; it being the intent of the subsection to close a portion of said public street to through trucks.

Sec. 21-6.1. - Bus and truck through traffic.
It shall be unlawful to operate on Mallette Street a bus with a rated capacity of thirty (30) persons or more, except for buses stopping for receiving or discharging passengers at locations on Mallette Street; or a truck with a rated capacity of one (1) ton or more, except for trucks making deliveries and/or pickups to locations on Mallette Street.
It shall be unlawful to operate a bus or truck on South Graham Street except for local service vehicles and delivery trucks making deliveries and/or pickups to houses and businesses on the street; and for buses stopping for receiving or discharging passengers on the street.

Sec. 21-7. - Passenger-carrying buses.
It shall be unlawful for any passenger-carrying bus, providing transportation services to the public within the town to stop within the town limits to serve bus passengers, except at such points as may be designated by resolutions of the council. Such points or places shall be clearly marked by suitable signs or marking painted on the curbstone indicating a bus stop, said signs to be placed and maintained at the cost and expense of the bus operator. Buses using said areas shall stop within twelve (12) inches of the curb on the right-hand side. It shall be unlawful for any other vehicle to park in any bus stop, so designated. Operators of all buses providing public transportation service at any such stop, other than those buses operated by the town, must receive permission in writing from the town manager or the manager's designee prior to providing such service.

Sec. 21-7.1. - Public street closings.
No public street shall be closed for the repair, maintenance, or construction of public streets; building construction; installation or maintenance of utilities; house moving; or neighborhood block party without the prior written approval of the town manager. No public street shall be closed for any reason not stated above except with the prior approval of the council.
For the purpose of this section, a block party is defined as a social gathering organized by residents of a block or portion of a block within a street classified as local residential in the town's design manual issued in accord with Article 14 of the Chapel Hill Land Use Management Ordinance.
The town manager may, as a condition of approval of a temporary street closing for a neighborhood block party, establish requirements which may include but are not limited to:
(1)
That notice of a request to the town for a temporary street closing be distributed by the requesting party to all residents of lots in a block proposed to be closed in its entirety or partially.
(2)
That information on residents' support for a requested temporary street closing be provided as part of application materials.
(3)
That one or more individuals requesting the street closing accept responsibility for cleanup of litter at the completion of the block party and for receiving directives from the town's police, fire or other departments.
(4)
That safety measures such as parking vehicles at the end of the closed street area be undertaken, and that persons be stationed at the ends of the closed area to move vehicles or other barriers if necessary for emergency access.
(5)
That all applicable ordinances and regulations, including but not limited to town ordinances regarding noise control and consumption of alcohol in public right-of-way, be complied with.
(6)
That cleanup of litter in the closed area be completed by a specified time.
(7)
That hours of the street closing not affect fixed route public transportation services.
