Sec. 2-1. - Town limits described.
The limits of the town shall be bounded and described as set forth in this section:
BEGINNING at the intersection of Pritchard Branch and Morgan Creek; thence up the center line of Morgan Creek in a westwardly direction about 2,000 feet to the southeastern corner of Frank Porter Graham School property; running thence in a westerly and northerly direction along and with the center line of said Morgan Creek approximately 1,159 feet to a point on the east right-of-way line of Smith Level Road; running thence in a northerly direction along and with the eastern right-of-way line of Smith Level Road approximately 275 feet to a point at the intersection of N.C. 54 bypass southern right-of-way line; running thence from said point along and with the right-of-way line of N.C. 54 and the ramp leading to said highway from the Smith Level Road, in an easterly direction, a distance of approximately 930 feet to a point in the southern right-of-way line N.C. 54 bypass, the northeast corner of the property occupied by the Frank Porter Graham School; running thence in a northerly direction, crossing N.C. 54 bypass; about 150 feet to the northern right-of-way line of said bypass; then in a northwestwardly direction along the northern right-of-way line of N.C. 54 bypass and the exit lane from the bypass to the southern right-of-way line of Merritt Mill Road; then in an easterly direction diagonally across Merritt Mill Road about 150 feet to the northern right-of-way line of Merritt Mill Road at the property corner between Lots 17 & 17A, Block C, Orange County Tax Map #100, as revised 1/1/66; then north along the eastern property line of Lot 17 about 298 feet to the southern property line of Lot 33, Block C, on said tax map the property of Larry Sturdivant; then east along this property line 30 feet to a property corner; then in a northerly direction along the eastern property line of Lot 33, the Sturdivant property, about 585 feet to his corner, the end of Wentworth Street; then north 87 degrees 05 minutes West along a property line about 155 feet to a property corner, also a corner of the corporate limit line of the Town of Carrboro; then following the common boundary line with the Town of Carrboro as established by act of the 1967 General Assembly and, except as noted, following property lines, 5,939 feet with courses and distances as follows: North 87 degrees 05 minutes West 150 feet; North 35 degrees 24 minutes East 947.4 feet; North 75 degrees 00 minutes East 275.3 feet; South 3 degrees 00 minutes East 53.0 feet; North 86 degrees 00 minutes East 85.0 feet; North 2 degrees 35 minutes East 21.7 feet; South 84 degrees 00 minutes East 99.3 feet; North 78 degrees 25 minutes East 86.5 feet; North 56 degrees 30 minutes East 120.9 feet; North 77 degrees 10 minutes East 126.5 feet; then across the property of Constructors Supply Co. then in an easterly direction following the northern property line of the land owned by the Chapel Hill School District and others about 1,400 feet to the western edge of the Colony Woods Subdivision; then following the outside boundary of this subdivision northward about 900 feet and eastward about 1,300 feet to the western edge of a proposed thoroughfare known as Burlington Boulevard; then extending eastward across said boulevard and along the northern boundary line of Colony Woods Subdivision about 1,185 feet to an iron pin, a corner of the McFarland property; then along the eastern line of said McFarland property North 7 degrees 19 minutes 20 seconds East 558.10 feet to a stake in the southern line of the Clark Estate; then with the southern line of said Clark Estate South 86 degrees 18 minutes 45 seconds East 913.44 feet to a stake; Sec. 2-2.1. - Filing fees for election.
Filing fees for election to town office shall be as follows:
Council .....$ 5.00
Mayor .....10.00

Sec. 2-3. - Regular meetings of council.
(a)
The council's regular business meetings shall begin at 7:00 p.m. effective on November 14, 1994, unless the council specifies another time for a given meeting or meetings by resolution or ordinance. Regular business meetings of the council shall be held on the second and fourth Monday of each month, unless otherwise specified by the council for meetings including but not limited to those in the months of July, August and December.
(b)
The starting time for public hearing meetings of the town council shall be 7:00 p.m. effective on November 21, 1994. Public hearing meetings shall be on the third Monday of the month from January through June and September through November, unless other date(s) is or are specified by the council for a given meeting or meetings.
(c)
The council may, by resolution or ordinance, amend the date, time, or place of a meeting.

Sec. 2-4. - Special meetings of council.
Special meetings of the council may be called and held as provided in the charter of the Town of Chapel Hill.

Editor's note—
Ord. No. O-81-15a, § 1, enacted Feb. 9, 1981, provided that § 2-5, relative to committees of council be deleted. Section 2 of said ordinance provided that the mayor and council would appoint ad hoc committees as necessary. Former § 2-5 was derived from Comp. 1961, p. 28, and Ord. No. O-80-57, § 1, adopted Aug. 25, 1980.
Sec. 2-6. - Parliamentary procedure to control council meetings.
Parliamentary usages shall be the rules of government in the deliberations of the council.

Sec. 2-7. - Waiver of governmental immunity for certain purposes.
The town does hereby expressly waive its governmental immunity from liability for any damage by reason of death or injury to person or property, proximately caused by the negligent operation of any motor vehicle by an officer, agent, or employee of the town when acting within the scope of his authority or in the course of his employment to the extent of the amount of insurance in force at any time. This section shall not apply to any pending litigation and shall be effective from and after its adoption.
