Sec. 2-71. - Disclosure of contributors.
(a)
Except as provided in subsection (b) of this section all candidates for municipal elections in the town, regardless of the amount they spend, shall file reports listing the names of all contributors and the amounts contributed by each.
(b)
Names of contributors of amounts twenty-eight dollars ($28.00) or less are exempt from the requirements of this section.
(c)
Reports required by this section shall be filed in accordance with N.C.G.S. part 2, article 22A of Chapter 163.

Sec. 2-72. - Limitation on contributions.
Except as provided by N.C.G.S. 163-278.13(c), no individual or political committee shall contribute to any candidate, or political committee of a candidate, any money or make any other contribution in any town municipal election in excess of two hundred eighty dollars ($280.00) for that election.

Sec. 2-73. - Adjustment criteria for disclosure of contributors and limitation on contributions.
The amount of money that may be contributed without disclosing the name of the contributor in section 2-71 and the limitation on contributions in section 2-72 shall be adjusted by the council by amending each of these sections in each even-numbered year after 2008 as follows:
(1)
On or before February 1 in each even-numbered year after 2008, the town manager shall obtain from the U.S. Bureau of Labor Statistics the change in the Consumer Price Index from 2009 and shall apply that percentage to increase or decrease the amounts referenced in sections 2-71 and 2-72 that were in place in the previous election.
(2)
On or before February 1 in each even-numbered year after 2008, the town manager shall obtain from the Orange County and Durham County Boards of Elections a statement of the number of active registered voters in Chapel Hill as of January 1. For each full two thousand (2,000) that number is above or below forty thousand (40,000), the amounts referenced in sections 2-71 and 2-72 shall be increased or decreased by five (5) percent of the amount originally authorized.

The amounts calculated, when combined, in subsections (1) and (2) of this section, may be rounded when the adjustments provided for this section are incorporated in future ordinance amendments.
