Sec. 5-14. - Citation; territorial jurisdiction.
This article shall be known and may be cited as the "town building code." The provisions of this article shall apply to that area including, but not limited to, that area embraced within the corporate limits of the town and all territory over which the town has planning and zoning jurisdiction.

Sec. 5-15. - Building Codes adopted.
There is hereby adopted those codes known as the North Carolina Building Codes, including the N.C. Building Code, N.C. Residential Code, NC Electrical Code, N.C. Plumbing Code, NC Mechanical Code, N.C. Gas Code, NC Energy Code, NC Accessibility Code, NC Administration Code, the NC Modular Construction Regulations, the N.C. Existing Building Code, and the N.C. Manufactured Home Code. The current edition of these Codes as adopted by the N.C. Building Code Council are adopted by reference and shall control construction and installation of improvements within the town and its extra-territorial jurisdiction. This code shall be a part of the Town Building Code set forth herein and all additional requirements set forth in the Town Code shall be in effect and enforceable.

Sec. 5-16. - Same—Section 902.8 supplemented.
Section 902.8 of the North Carolina State Building Code adopted by this chapter is supplemented as set forth in this section:
"The hose required under this section shall be two fifty-foot sections of 1½ inch hose, U.L. labeled and approved 100% polyester single jacket, rubber line, or equal. This hose shall have U.S. approved rocker lug brass couplings with national standard thread, and shall be capable of standing a 300 PSI test.
"The `approved nozzle' referred to in this section shall be a U.S. labeled approved adjustable fog nozzle, capable of a complete shut off, a solid stream and a complete range of fog.
"The Fire Chief shall be responsible for maintaining a record of all hose required under this section, for an annual inspection of all such hose, and for testing such hose at intervals not to exceed three (3) years."

Sec. 5-18. - State Building Code, 1967 edition, Volume 1-A "Fire Resistance Ratings" adopted.
Under the authority granted by G.S. section 160-200(41), the 1967 edition, with amendments through March 13, 1973, of the North Carolina State Building Code, Volume 1-A "Fire Resistance Ratings" prepared by the North Carolina Buildings Code Council and the North Carolina Department of Insurance of the State of North Carolina is hereby adopted.

Sec. 5-20. - Fees for plumbing work inside town limits.
Prior to the issuance of any permit for plumbing work within the town limits, fees for the inspection of the work covered by such permit shall be paid to the city in conformity with the following schedule:
There shall be a fixture charge of two dollars ($2.00) for the first fixture, plus one dollar ($1.00) for each fixture thereafter, which shall include any trapped outlet and boiler and heater. The charge for each sewer connection made within the town shall be three dollars ($3.00).
No permit shall be required for the renewal of hot water heater or storage tank of same capacity and design.
The fees prescribed in this section shall apply to all old work as well as new, and to inspections made necessary by moving any house from one location to another or by raising the house.

Sec. 5-21. - Fees for plumbing work outside the town limits.
No permit shall be issued for plumbing work to be done outside of the corporate limits of the town until fees for the inspection of the work covered by such permit shall be paid to the town in accordance with the following schedule:
(1)
New houses. There shall be a minimum fee of twelve dollars ($12.00) for inspecting plumbing installations in each new house in which there are no more than eight (8) fixtures, including as fixtures, any trapped outlet and boiler and heater.
For each fixture in excess of eight (8) in a new house, there shall be an additional charge of one dollar ($1.00) for each additional fixture.
(2)
Old houses. There shall be a minimum inspection fee of five dollars ($5.00) for inspecting plumbing installations in any old house in which plumbing fixtures have been previously installed.
(3)
Sewer tap. There shall be a charge of five dollars ($5.00) for the inspection of each new sewer connection or tap-in to the sewer system of the town made at any point outside of the town limits.

Sec. 5-22. - Inspection fees for gas piping and appliances.
The inspection fees for the installation of gas piping and appliances shall be as set forth in this section. These fees shall be in addition to other applicable fees.

Sec. 5-23. - State boiler inspection law, rules and regulations, 1970—Adopted.
The provisions of the "1970 North Carolina Boiler Inspection Law, Rules and Regulations," as formulated and published by authorization of the Board of Boiler Rules, and issued by the Department of Labor, State of North Carolina, are hereby adopted as the official boiler inspection code for the town and for all areas over which the town has planning and zoning jurisdiction, and the terms and provisions of the said 1970 North Carolina Boiler Inspection Law, Rules and Regulations are hereby adopted and incorporated herein and made a part hereof to the same extent as if herein set forth in detail, except as amended in this chapter.

Sec. 5-24. - Same—Section 7, Rule 1 amended.
Section 7, Rule of the 1970 North Carolina Boiler Inspection Law, Rules and Regulations adopted by this chapter is hereby amended by the addition of subsection (g) as set forth in this section:
"(g) Dip tubes, supply and hot water nipples, supply water baffles or heat traps when used in hot water supply, storage tanks or heaters shall be constructed and tested to withstand a temperature of 400° F. without deteriorating in any manner, and the tank so labeled by the manufacturer."

Sec. 5-25. - National Electrical Code adopted.
Under the authority granted by G.S. section 160-200(41), the National Electrical Code, 1971 edition, published by the National Fire Protection Association is hereby adopted, the same as if set out at length herein, save and except such portions of such code as may be deleted, modified or amended herein.
