Prior to being issued a permit for land-disturbing activities regulated by ordinance to provide for the control of soil erosion and sedimentation or any successor ordinance thereto, the permit applicant will supply the building inspector with written notice from the officer responsible for the enforcement of said ordinance that the project for which the permit is requested (or any large project, a portion of which would be authorized by the requested permit) is in compliance with the regulations of said ordinance. The building inspector will not issue permits for regulated land-disturbing activities without such notice, in view of the substantial hazard to the lives and property of downstream residents caused by the construction in violation of said ordinance.
